Lauren G. Weiner
Lauren Weiner is the President of Wittenberg Weiner Consulting, LLC (WWC) and has significant experience in government management, both as a federal employee and a government contractor. Lauren has a Ph.D. in Research Psychology from Dartmouth College, and worked at the Office of Management and Budget in the Executive Office of the President. Under two different Presidential administrations, she oversaw policy development and implementation for multiple Federal agencies, including the Departments of Education, Labor, Health and Human Services, Housing and Urban Development, Justice, and the President’s Faith-Based Initiative. She was an integral part of the Performance Evaluation Team (PET) at OMB, which developed the Performance Assessment Rating Tool (PART) that is used in performance rating and budget decision-making across the Executive Branch. She has a strong expertise in evaluation and measurement, including qualitative and quantitative research and analysis.
Donna S. Huneycutt
Donna Huneycutt is the Executive Vice President for Wittenberg Weiner Consulting, LLC. Donna received a B.A. from UC Berkeley in English and History and a Juris Doctor from Columbia University School of Law, where she was a Harlan Fiske Stone Scholar and a Columbia Human Rights Intern analyzing comparative family court procedures. Donna practiced with Dewey Ballantine, LLP and Friedman Kaplan Seiler and Adelman, LLP in New York, representing clients including GE Capital and Oxygen Media. She later practiced business immigration law with Chin & Curtis, LLP in Boston, representing FleetBoston Financial and Vertex Pharmaceutical.
Haley D. Uthlaut
Haley received a B.S. from the United States Military Academy in Business Management and an MBA at the University of North Carolina, where she concentrated in Nonprofit Management and was a Paul Harvey Fellow. Before attending graduate school, Haley served as a Combat Engineer Officer in the Army and was stationed out of Fort Bragg, NC.
After deploying to Afghanistan for a year as a Platoon Leader, Haley was selected to serve as General Petraeus’ Operations Officer in Iraq and subsequently at Central Command. Haley was a Finalist for Army Military Spouse of the Year 2012 for her advocacy and ground breaking efforts in establishing In Gear Career to support professional military spouse employment. She is a military spouse and currently lives near Fort Benning, GA with her husband Major David Uthlaut and sons Jackson and Caleb.
Jacob “Jake” McFerren
Jacob McFerren is the Senior Advisor (Futures) to Commander Allied Joint Forces Command. During over 30 years of commissioned service in the Army as an Infantry officer, he held various staff and command positions in Infantry units, serving at Fort Bragg, Fort Lewis, and Quantico and overseas in Germany, and Italy. He attended graduate school at the University of Virginia and served on the faculty of the United States Military Academy at West Point as Associate Professor of English Literature. He has deployed several times to Central America and the Middle East including twice to Iraq as well as to Bosnia, Kosovo, and Macedonia. He has served at various times in Albania, Croatia and Serbia. He recently completed a year tour in Afghanistan serving on the ISAF Staff. He holds a Bachelor’s Degree in Engineering from the United States Military Academy and a Masters Degree in English Literature from the University of Virginia in Charlottesville, Virginia. He is married to the former Anne Pollard, and they have three grown children and two grandchildren.
Michael Jones
Major General Jones, U.S. Army Retired is an independent business consultant residing in Tampa, FL, and a member of The SPECTRUM Group, an Alexandria, VA, based consulting company. His clients include a variety of businesses and government organizations including energy, medical, radio-geophysics, and armored vehicle component companies, as well as state organizations in Virginia and Florida. He served over 34 years in the United States Army in a wide variety of command and staff positions in the United States, Europe, and Middle East. His service included tours as a Deputy Director for Strategic Plans and Policy in the Pentagon, the Director of Operations and then Chief of Staff of U.S. Central Command, and two combat tours in Iraq and one tour to Bosnia. He has a Master of Science degree in Systems Management from the University of Southern California. He is married to Patricia Jones, a systems analyst for DST Systems Inc.
Michael Darling
Mike Darling is a military spouse and Director of Enterprise Performance Management in the Office of Cyber Security and Communications. He was also detailed to work in the office of the Deputy Secretary of State for Management as an advisor to the Quadrennial Diplomacy and Development Review. Previously, Mike was a Senior Management Consultant at Wittenberg Weiner Consulting working on Navy security operations in Europe and the Middle East. Mike served on active duty with the Marine Corps in a variety of leadership assignments and continues to serve in the Marine Corps Reserve, most recently mobilized to U.S. Forces Afghanistan. He is a graduate of Wayne State College, Nebraska, and earned his Master’s degree at Johns Hopkins School of Advanced International Studies (SAIS). He is married to Lieutenant Commander Julie Darling, a U.S. Navy Nurse Corps officer.
